Permit Requirements for Structures
 
   ST. HELENA PARISH POLICE JURY

PERMIT REQUIREMENTS FOR STRUCTURES --- NO REFUNDS

PLEASE BRING EXACT AMOUNT OF MONEY, WE DO NOT KEEP CASH IN THE OFFICE

Obtain E-911 Address from Ms. Monica Dover, E-911 Office located in Police Jury Building down the hall from the Receptionist, 225-222-6588. The office hours are 8:00 a.m. to 2:30 p.m.

Sewage Permit/Exemption, $25.00, is required for any site obtaining electricity, even when changing the name on the utility bill for an existing site.

Structures that have never had electricity require the following:
Obtain legal description and map of the property, which may be located at the Clerk of Court Office.

Flood Certificate on FEMA form must be provided. Mr. Nolan Graham, 225-222-6012, will provide the necessary information at a cost of $35.00 (Cash only). Must have copy of legal property description.

If the property is in a flood prone area (Zone A or E), you must bring the certificate, property description, and a check in the amount of $50.00 made out to Robert Barrilleaux to the Police Jury office and we will forward same to Mr. Barrilleaux. Mr. Barrilleaux will fill in the elevation level and return to us, which we will forward to you. You will need to have a surveyor verify that the structure foundation is above elevation level. Building Permits, $25.00: Required for all structures that have not previously had electricity, whether moving in a mobile home or constructing a new building; and, for remodeling or additions to existing buildings that require utility company to move or reconnect electricity. Owners must present a flood determination on the property and obtain a building permit. Once a flood determination is rendered on the property it may be used for all buildings on that property.
Mobile home park owners may obtain one flood determination on that property and it can be used by each person parking a mobile home. The owner MUST provide a copy to each space renter for use in obtaining permits.
Self-contained rv & camper trailers that are on site temporarily, such as overnight camping, do not require a building permit. If your camper is being hooked up to sewer it is considered permanent and all permits are required.
Commercial Structure Building Permits require approval by State Fire Marshal. Present State Fire Marshall Certification of Plans prior to obtaining Bldg Permit. This is a State requirement.
Owners constructing their own buildings must complete the Office of State Contractors Form.
Information required on Building Permits:

• Owner’s Name
• E-911 address of structure
• Description: Mobile Home, Residential Home, Commercial Building, Barn, etc.
• Total Square Footage of structure: example 12’ x 70’ or 840 sq. ft.
• Estimated Value: $10,000 example
• Builder: Need contractor’s name and address. If the owner is constructing their own building, they must complete the Home Owner/Builder Affidavit required by the State.
• Flood Elevation Certificate
• Commercial Structure Approval of State Fire Marshal

Take permits forms and legal description of the property with building permits to Mr. Grafton Cooper or Ms. Anita Wascom at the Health Unit for the actual permits for the utility company to install electricity. You may contact them at 225-222-6176 or 6178.
